The crew's arms are just as important as my arm and that of the arms of what/who you consider to be poor. If you're a country like the Philippines with daily cases at a new high and little vaccine why would you give a priority to cruise ship workers who will leave the country as soon as they can? Better to control spread at home by focusing on the elderly and other vulnerable segments of the population. As far as shots go all arms aren't equal. Until the world hits a level... every arm is important.
