So, yes I have seen the ice cream parlor (very small that it is) inside Cherry on Top on the Horizon, didn't partake but it was there

 

I have also seen gelato being serviced in the buffet as well, tried it and meh!

 

Finally, yes the coffee shop has milk shakes and I personally think they are yummy.

 

Also of note:  I did read a post one time where someone got chocolate milk from the buffet and then poured it into a glass and added chocolate self serve ice cream and mixed it with a spoon.  They said it was very good, never tried it but sounds like it could do the trick for free.
