Covid Thresh-hold Question

Ok question. Just a question. I can’t find the answer and maybe I am overlooking it. The cdc color coded charts for the ships, what exactly is the thresh-hold count for red and orange colors?

Probably 1 and 2? More likely 10  or 20 but a very low number I am sure. Consider also that people may not get tested and may not report being ill. 

 

1 case is too much on a cruise ship and cruise ships can trigger a new global pandemic if a variant that evades vaccine and previous infection where to breakout onboard.
