If you prepay tips, spa, restaurant  and laundry fees prior to boarding, does Holland give you credit on your Mariners account towards more days or do you need to wait until you board to pay to earn these credits?

Yes, you will get credit with your Mariner spending.  No worries at all.

Whatever you spend on board, whether prepaid or not, will earn Mariner credits that will be granted at the end of the cruise.  HAL generously rounds up the next $300.

Earned Mariner credits cannot, with a few exceptions, raise you to the next Mariner * rating during the cruise because they are not granted until the end of the cruise.
