What’s ironic about this is that there are two stops in Greece (Heraklion and Mykonos) before arriving in Athens. If it’s a Greek government requirement why are the tests not done prior to Heraklion?  Only the guests carrying on to Barcelona are tested, not those disembarking in Athens.

Absolutely.

If you cruise from Athens to Barcelona you have to be tested, but if you get off the ship and fly to Barcelona no test is required.
