That is correct however I do not know if it applies to International guests and specifically UK. Talk to your TA and if no TA, email Oceania directly and ask the question. 
Normally it would always be recommended to book on board, you can save $100’s to $1,000 pp depending on Stateroom level as an On Board Booking Discount.  Additionally your deposit is dropped to $250 vs $750 or more and you can get a $100 or more SBC applied to the cruise you are on or possibly applied to the new cruise you are booking.  We have received special promotions on board and gotten $400 in SBC. 
Since you can swap the On Board Booking once and retain the discounts,it provides you with a great option to save on a future cruise, even an itinerary that has not even been released yet. We were able to apply the credits to Vista Inaugural sailings using OBBC and saved at least $1000.

Yes - from Canada - in May, we did an onboard booking during an upgrade sale and we’re able to book (Canadian prices a bit complicated but successful), upgrade, reduced deposit, onboard credit- all transferred immediately to our TA.
