Upgrade offer question

I've been on several cruises now and am scheduled for the prima in November. I've already made the final payment, but NCL sent me an offer for upgrades. Are these offers the bidding that I've seen referenced here?

 

The email I have just has a link to start the upgrade, but they listed prices such as a balcony for $120/per person or $75 per person for an Oceanview. I'm in a studio right now. 

 

I don't think I've ever been offered the opportunity to upgrade. Are these starting prices? Would I have to pay double occupancy for upgrading?

 If you take the time to click the link you can see the minimum and maximum bid for each class of room. Double occupancy.
