We are sailing RT from Seattle and don’t plan on getting off at the Canada port at all. Do we still have to fill out the form?

And, what if you haven’t been vaccinated?  HAL will let you sail with a negative test. Will you still be able to sail if the ArriveCAN denies you?

This is the Canadian government site for cruise passengers - given your questions, I recommend you read it thoroughly.

Because your cruise stops in Canada, you must complete the ArriveCan documentation within 72 hours of boarding the cruise. Whether or not you go ashore does not matter. All pax are required to take a pre-embarkation COVID-19 test before embarking on a cruise ship that will dock in Canada at any point in the itinerary. 

 

The situation for unvaccinated pax is very restrictive. From the website:

 

"To embark on a cruise ship that will start, dock or end in Canada, if you’re 12 years of age or older, you must be fully vaccinated against COVID-19, with very few exceptions."

 

The exceptions involve proof of medical inability to be vaccinated, or sincere religious reasons. Also from the website:

 

"If you’re exempt from the vaccination requirements, you must also take a COVID-19 antigen test on the day you board the cruise ship, in addition to taking a pre-embarkation test. The test must be negative. This applies to travellers who aren’t fully vaccinated for:

 

- medical reasons or

- sincere religious reasons, or

- those 5 years of age or older and under 12 years of age.

 

Note: If you’re a foreign national and aren’t fully vaccinated due to a sincere religious belief, you won’t be allowed to enter to Canada by land or air to board a cruise. You also won’t be allowed to disembark a cruise in Canada, unless it is for a medical emergency.

 

Shore excursions in Canada during the cruise:

 

- there is no arrival testing for passengers entering Canada for shore excursions

- you may be asked to show your ArriveCAN receipt from your initial embarkation

- you won’t have to resubmit ArriveCAN

- if you aren’t fully vaccinated due to medical reasons, you’re allowed to join a shore excursion. You must have proof of a valid medical contraindication and a valid ArriveCAN submission.

- if you aren’t fully vaccinated due to a sincerely-held religious belief, you aren’t allowed to disembark the ship in Canada except in a medical emergency."  🍺🥌

Your best bet is to contact HAL directly. The easing of vax requirements is not the same for passengers on any cruise ship going to Alaska, even if you don't plan to get off. I would agree with Ferry-Watcher. Without the vax, looks like you can't board - but do contact HAL to confirm. HAL must follow the rules of Canada becauce the ship enters Canadian waters.

We're embarking on the Westerdam on the 18th and not getting off, however, you still need ArriveCAN to get on whether or not you plan to get off.  ALSO, on HAL's website as they've updated vaccination and testing protocols under what they call Enhanced Protocols.  It appears for Alaska/Canada cruises, people 18/older must have a booster if their initial final Covid dose was over 5 months ago.  I'm currently waiting for a HAL agent to come on chat to confirm this - hope I'm wrong in interpreting the updated protocols. I've attached the Enhanced Protocols here.

If you are sailing later this month you may be out of luck if a member of your party is unvaccinated. CC forums are full of stories of people being denied boarding because of rules the ships must follow. Unfortunately passing through Canada you're dealing with the kludgy ArriveCan app.
