Are volcanic eruptions considered an act of nature in terms of travel delay and/or travel cancellation?

So volcanic eruption is covered under trip delay; not, apparently, covered under cancellation because it's not "Environment (a) Inclement Weather, if it causes delay or cancellation of travel; "?
