I've heard that if you insure the deposit on a cruise within the specified time frame for the "pre Existing Condition Waiver" you will have that protection and can add to the insurance as you book flights, and full trip cost before final deposit. Is this true and does anyone have first hand knowledge of this?

Not all travel insurance brokers and companies allow you to do this, but the ones we have do allow this.
