So if my wife and 1 child stay in one room, and myself and other child stay in a different room, both children are under 21. But we want drink package, how do they split it up?

Guest #1 (adult) gets the PBP.

Guest #2 (child) gets the soda package.

When you book, the system will assume that guest #2 is an adult and will add the service charge for the PBP. Once the age of guest #2 is entered, the service charge will drop to the service charge for the soda package.

so, reading between the lines, is the intent for the two under 21s to share a stateroom once boarded? if so, there are two potential challenges with this, just so you’re aware. the first doesn’t sound like it’d be a problem per se, but it might be an inconvenience… each passenger can only charge things to their registered cabin. the second is that norwegian prohibits minors and young adults from occupying a stateroom by themselves, unless it’s a connecting or adjoining stateroom with the cabin of a parent or legal guardian.

That's not enforced as long as you book it showing an adult in each cabin. Once on board you can put the young adults in one cabin and the parents in another. We did it all the time with our three daughters. Never once had an issue.

Yes, they’re the ones who suggest it. Just go to guest services for extra cabin cards.

i suspect enforcement really has a lot to do with the ages and behavior of the minors or young adults.

Not really, when you book they explain an adult over 21 needs to be booked with a minor but everyone is free to sleep where they wish, and are instructed to go to guest services for extra keys. It’s definitely encouraged by the cruise lines.
