Has there ever been too many kids on cruise for Camp Carnival?

We are cruising over Easter break with kids.  I've been noticing on my FB pages for that cruise that there are A LOT of kids cruising.  Is there a max. capacity for Camp Carnival?  If so, how does that work?  How do they decide who goes and who doesn't get to attend?

It’s first come first serve by session/event. They have limits but I’m not sure what they are. 
 

During Covid the limits were lower so they would then limit how long you could stay so more people could use it over the course of a day.

May be lots of kids but at least a third of them wont go to the kids clubs maybe more.
