Because it is the completely wrong term. Is a waiter (server) the same as a bartender? No.

You are correct.

 

A bartender is a person who formulates and serves alcoholic or soft drink beverages behind the bar

 

A bar server is responsible for taking orders and serving drinks to customers

 

There is no such thing as a "roving bartender".
