I did a search and didn't find any news about Cozumel and locusts. But I did find a Bed and Breakfast called Locust Alley Bed and Breakfast in Cozumel. :p

Nahhh. Isn't Cozumel an island? We went into the interior a few trips ago and I don't recall seeing any field crops...mostly jungle and Africanized Bee traps. Swarms of anything are usually short lived, and there is nothing to encourage them to swarm across the water. Interesting though! Thanks for posting it. :)
