Prepaid Gratuities and Onboard Credits--

Who actually pays for those promotions? Is it the cruise line or the agency? If you have already booked and then those incentives appear the next few days, are you out of luck? Thanks for your input.

It will vary. Sometimes it comes out of your TA's commission and other times it comes from the cruise line. Many times the cruise lines provide these benefits to large travel consortiums, who in turn provide them to their TA, to recognize the large volume of bookings that they give to the cruise lines.

If you see a promotion after you book followup with your TA.
