You misread the information, it says you need a passport after 2007 to re-enter BY AIR. You are re-entering by cruise ship.

What proof of citizenship do I need to bring?

In order to board the ship, all Guests are required to provide proper travel documentation. Guests unable to provide proof of citizenship will not be permitted to sail. All Guests claiming U.S. citizenship, including children, must present one of the following as proof of U.S. citizenship:

  • Valid, unexpired U.S. passport.
  • Original state issued Birth Certificate; additionally, Guests 18 years of age and older must present a photo ID issued by a Local, State or Federal Government agency.

I agree with the above poster about making certain you are bringing a certified birth certificate, issued by a city/county/state. NOT the hospital.

Be certain, however, that you are using his 'official' birth certificate with a raised seal and NOT the one from the hospital.

You are correct about not using the hospital birth certificate but a raised seal is important only in those states that are issuing those types of certificates. Many states are now issuing birth certificates using new types of technology, some look like driver's license, some have holograms, etc. A raised seal is not an absolutely necessity anymore as it used to be..

Bottom line if you can use the birth certificate to get a passport, it will work. If not, it won't.

My birth certificate was a duplicate as the original didn't have a raised seal and was entirely in B&W. I got a new BC issued, and there is no raised seal, however there is a multicolored seal, and it worked fine to get my passport issued. My original birth certificate would not have been acceptable for cruise ship use.

From http://travel.state.gov/passport/get/first/first_830.html:

A certified birth certificate has a registrar's raised, embossed, impressed or multicolored seal, registrar’s signature, and the date the certificate was filed with the registrar's office, which must be within 1 year of your birth. Please note that some short (abstract) versions of birth certificates may not be acceptable for passport purposes.
