NCL still strict about moving children's age group?

I've read on older message boards that NCL generally has a strict policy regarding moving children to different age groups. Is this still the case? My 12 yr old will be 5weeks shy of 13 when we board and all the other kids in our large group are older. We would like him to be with the other kids if at all possible.

I'm going to say there is no way they are letting a 12 year old into entourage. It's not even near the kids club, and they issue a threat that they will swipe key cards if they suspect a child is too young. They sometimes combine the younger groups, but never with the teen club.
