I am experienced with the PH staterooms but NOT with scooters. It can depend on the size of your scooter, which is why I suggest you do a search at CC. When I was on Regatta 12 years ago where I was using a wheelchair, I felt that I could NOT have managed with the wheelchair in a PH. Fortunately for us I had taken an upsell shortly before our cruise to an OS where there was plenty of room. (I had torn my meniscus just before boarding the ship and really could not walk around more than a few steps.) A PH is not that small (unless you are used to really large staterooms elsewhere) but the scooter, depending on its size, *could* be a problem. Apparently the Sirena is a sister ship to the Insignia. Several of the responses I got would apply to your concern. You might find it helpful if you take a look at my thread.
