I think that if you get there on a cruise, the ship has your passport and won't give it to you.

If you are a US citizen there is no reason for the ship to take your passport for a Panama Canal cruise with a stop at Cartagena.

First off the process does vary by ship.

Some do hold your passport.

When you send your passport in for renewal you will get it back.

I've been to Cartagena many times and do not remember a place at the port where you can get your passport stamped.

Been there and they did not hold the passport. Maybe it's a Canadian thing?

Since the port is pretty much industrial, I cannot think where one would go.
