I have used hotwire and www dot carrentals dot com with some success. You might check Mouse Savers for FLA discount codes -- some have reported good rates through Costco.

 

Avis and Hertz have locations within a couple of blocks of the TPA port, and have downtown Miami locations close to POM ($!3 cab ride if they will not shuttle.

 

If you rent from National, Alamo or Thrifty you can drop the car at the MIA car rental center and ride their free shuttle to POM, but you may need to spend $25 or so on a taxi from the port to the TPA airport. Renting from others and dropping at the MIA airport will result in a $27 cab ride to POM.
