"Why would one want to cruise out of Brownsville?" for starters. From what I've heard, it's not the nicest of areas anyways. Maybe they want to go there for the lore of South Padre Island. Now it is small fishing village. Mexican Govt. says it will be another Cancun! Should think it would be new cruise destination someday. How these two ideas mesh or conflict I don't know. As Harlingen is the closest airport, it is very small and still a good trip to Brownsville. If they think Galveston is hard to get to, this would be worse! It is an insane idea - but there is an airport at Brownsville. I know there are several Continental flights each day between Houston and Brownsville.
