If they cancel for a reason covered under their insurance they should get all their money back.

If your friends are cancelling for reasons covered in their Policy, they should be covered for all non-refundable charges. They should get their "Govt Fees & Taxes" refunded by Carnival. If they have Cancel for Any Reason their coverage is probably less than 100%. ken

Typically people buy cruise insurance to cover medical issues, which can be very costly (dwarfing the cost of the cruise.)

Covered reasons for the typical policy are perils that are generally out of a person's control, like falling ill, getting in a car wreck on the way to the airport, house burns down, death in the family, jury summons, long-term job loss, etc.

Some reasons that are probably not covered: don't have money, couple is splitting up, someone got locked up, boss cancelled vacation, dog ate your passport, etc.

Some policies offer "Cancel for any Reason" but they are more expensive because more people would qualify for a claim.

You don't say why they might cancel. If it is for a covered reason then insurance will pay. If not then they will be out the money at this late date (unless they bought insurance that is "cancel for any reason".
