when does insurance need to be purchased by?

Depends what you want to cover. Many policies require you to purchase coverage within a set number of days after making the initial deposit (IME, ~15-21 days), if you want to have coverage for pre-existing conditions, or to have the option to purchase "cancel for any reason" coverage.

So, the key is pre-existing. There is at least one company that doesn't require you to purchase right away to cover pre-existing but most do. So, if that is a concern you will want to purchase insurance sooner rather than later unless you are happy with those companies that don't require it.
