Here are the only two hotels I know about that come close to what you are describing ...

Yes, Gangway Style is right. Cameras #2 & #3 are mounted on the Hyatt Pier 66 Hotel. Camera #1, the camera that catches the ships as they sail through the channel out to sea, is out on a 2nd floor balcony of the one condo building that faces that channel.

 

I had read somewhere that you can request a port facing view when making your reservations at that hotel.
