We'll let you know after the ship is built and launched in June. There's no Windjammer on any Princess ship.

 

The Royal will have a Horizon Court, Horizon Bistro, Trident Grill, Prego, and International Cafe that will be open for lunch (actually, open all day) should one of the dining rooms not be open on embarkation day. Plenty of dining options.

Unless there is an operational problem I would expect so; sometimes you have to go looking for it but normally there is a dining room open for lunch from noon to 1:30 on embarkation day on Princess ships.

If the Royal is like other Princess ships we've sailed on it varies depending upon what each ship's personnel wants to do. Just like the wine package, Princess HQ says embarkation day lunch is available yet that isn't always true. :(
