as far as the pool on the gem. The adult pool: There are steps but it is only for the ledge that goes around the pool with about 2-3 inches of water. To get into and out of the pool you must climb a ladder type of stair. I believe the other pool is the same

Does the Gem have the NCL restaurant package for 3 restaurants for a lump sum price, if so, How much?

Also, do any of the pools have easy access, meaning some kind of steps as opposed to ladders?

I belive the 3 restaurant package was $57

It is $52, a savings of $8. Now that that Cagney's cover charge may be going up, the package price will either go up or it will be a bigger savings.

 

You are not saving that much money by booking in advance. I prefer the flexibility and if I have any onboard credit that can be used for the dinner reservation once onboard the ship. If you book in advance you have to pay for with a credit card.
