Exactly what it is.

 

Only in a society that has lost regard for rules.

"Please refrain from smoking"

"Please remove your hat"

"Please no saving of seats"

...are all supposed to be more than mere suggestions. But people abuse the polite language used and now insist on the word "prohibited" before they pay attention. But rest assured that the author of such language never intended their politeness to be taken advantage of so petulantly. The sign on the balcony slider was not written by someone who really doesn't care one way or the other if you keep the door open. Of that you can be certain.
