Yes, covered. The Midport parking garage is right across the street from where you check in either at pier 21 or 26, the usual HAL piers.

The midport garage is just steps away from the HAL terminals. Drop your party and luggage at the pier and then go park. It'll save you from having to carry everything from the garage.
