Hailo app would work in Cobh, but it only shows you the current location and availability of taxis, which you can order. If you are on a ship in Cobh, the taxis will be at the ship, at the base of the gangway. I have just looked at the hailo app, (6.30 pm Irish time) and it is showing no taxis in the Cogh area, but plenty in the general Cork area. When the ship docks, that all changes. There is an official meter rate and meter should be used. Totally irrelevant to the OP however, although the Uber app will work in Dublin, there are no shared rides or private drivers, which is the original Uber principle.
