Hopefully FBW won't smack me around for answering on her behalf, but yes, OBC purchased in the form of Cruise Cash is non-refundable. OBC that you put on your account after boarding in the form of cash or gift cards are both refundable.

So OBC that your TA purchases for you as a perk for booking with them is non-refundable? Or do they have a different way of buying it that makes it refundable?

 

That's unlike almost any other cruise line I've heard of. MSC doesn't have a concept of refundable OBC, but that's just one of their many sins.

The only time I got anything for booking with a TA was either $25 or $50 and they sent me a check saying something about Carnival wouldn’t let them give OBC. Now whether or not that’s true I have no idea. I usually travel in the cheap rooms and it’s not worth the hassle for me to use a TA for that tiny bit of anything so I use my PVP which I have been extremely happy with. The debate of TAs vs PVPs has been gone over in numerous threads which can be searched. This is not the place for that discussion.

 

The difference is that you can’t buy OBC with Carnival, you purchase Cruise Cash which is not refundable. You use it or lose it. Should you get OBC for promotions or price drops if you book ES, it is broken down on your account onboard telling you which is refundable and which is non refundable. If a TA gives you OBC, I personally don’t know which it is or how they go about it. But I think you will generally find it is nowhere near the amount that is given on other cruise lines such as Celebrity. Maybe jimbo can chime in since he’s a TA.
