Can our 14 yo. go through the expedite customs line?

Correct. You have to go through Canada's version of TSA security before you get to CBP and the area where GE kiosks are. No CBP until then. It makes sense that they check because otherwise people would go in the line for the short security line and then go oops I need regular customs.

But in the early days, the put a CBP sticker on the passports of those with GE.  That SHOULD have been enough.  But the Canadian person running the line did not know this.
