There is no immigration or customs between Puerto Rico and mainland US. It's like you were flying from Delaware or Oregon...part of the US. Stinger-pr Posted February 5, 2019 #8 Share Posted February 5, 2019 Every passenger that debarks a ship (American citizen or not) in Puerto Rico and that has visited an international port (for Customs definition even St. Thomas is international!) has to pass through Customs as soon as they get off the ship and before leaving the terminal.
