Question about car service in Seattle if you need a car seat

So I have a family member who will be cruising out of Seattle. They will stay in DT. They have a two yr old so he will need a car seat and they weren't planning on bringing one. Do any of the car service places offer car seats? Will need to get from airport to hotel then hotel to port.

Your thoughts or suggestions will be appreciated.

Tell them to just bring their car seat.

How is the kid going to be secured on the plane to Seattle? Seems frankly silly not to be bringing a seat, as age 2+ means the kid needs their own seat on any major airline and there are zero luggage fees for bringing such a thing - any convertible (front and rear-facing) car seat that's within it's expiration date is new enough to be compatible with mainstream US airline seats, so a special plane-only seat is a bit of a waste.

Plus, what to do on cruise excursions? There are laws in AK about car seat use that have to be complied with, so unless they're just walking everywhere in the ports they need to factor that in. WA (and BC, in case it's one of the not-quite-RT cruises that go Seattle-Vancouver) has an exemption for 'for hire' vehicles, so cabbies/limo drivers do not have to provide seats at all and parents willing to let their kids travel without them do not break the law - but AK only exempts schoolbuses which are NOT fitted with seatbelts; in a schoolbus with a seatbelt, the 2 year old must be in a car seat.

Basically they would have very few excursions available to them if they don't take a seat, even if they don't mind having their kid driven around Seattle unsecured or they find a car service willing to put a seat in for them (at which point you also have to ask how old is the seat, has it been involved in any collision ever, and is it installed correctly?)

Washington law exempts children riding in taxis and "for hire" vehicles from car seat requirements.

This is NOT the case in Alaska, however.
