Ship's management (Captains, Staff Captains, Chief Engineers, Hotel Directors and Environmental Officers) get their picks by seniority - newly promoted go where needed - and tend to stay on the same ship (ships for HDs) for several years. Four out of the above five (E/O's have no one working "under" them) are able to recruit managers (F&B Director, Deck officers, Engineering Officers, GRM, Executive HK, etc) if they so desire and you frequently see the same managers returning on certain ships and for certain itineraries (Amsterdam's GWV is a prime example of that) The remainder (supervisors and worker bees) are selected and assigned by their planner(s) in Seattle where needed on the fourteen ships.

 

When crew finish their contract, they can elect to return to the same ship but that is not a given. Manager (and supervisor) input as well as performance evaluations and "attaboys" from guests helps here however, crew frequently get their next assignment where needed and to "fill holes"
