Cruise with confidence FCC applied on Existing booking

I wait to talk to Celebrity...They are very busy. FCC certificate’s value may be applied toward the cruise fare due on a new booking only?

We were issued an FCC last year when our Silhouette sailing was cancelled.  I--as well as several others on our roll call--was able to have the FCC applied to an existing booking.

I believe the terms of the new cancel policy state a FCC can be applied to a new or existing booking. 
 

A few years ago we were able to do the same thing successfully.

There are at least three separate threads where this question has been raised, and there seems to be no definitive answer yet. There are many of us looking for that answer!
