I don't know how they did it parkingwise but for a year Baltimore had carnival and royal year round with a ncl ship for the Bermuda season and celebrity mercury in the fall/winter

I remember when Celebrity was there but I thought that's when Carnival wasn't.  No idea unless they gave up additional parking when it went to two full time ships since that's also a commercial area.  We'll know soon enough since they'll have to announce something for GR.
