Navigator only in Vallarta 4 hours?

I hear Navigator was only in Vallarta 4 hours and left at noon instead of 6pm? Anyone know why?

PV didn’t allow passengers off the ship so they left.

That's very weird as Mexico government said they WOULD allow all passengers and crews off even if there was Covid onboard last week.
