Cruise lines need to agree on their own procedures through the CLIA and move on from the CDC voluntary program. Most cruisers pay no attention to color ratings and just want to move on and enjoy cruising.

I don't think the colour rating is the issue but the category a cruise line will have to have their ships sailing within with regards to numbers jabbed or unjabbed, though so far it will be voluntary.

The CDC has said that if the cruise lines don't comply with the "voluntary" program, they will show as grey on the CDC's web site, and the can issue a no sail order per ship.
