I just logged into my account on Royal Caribbean and checked both Beverage Packages and the Gifts & Gear and do not see it offered for either one.

Thanks.  I am seeing it now.  I used the same steps earlier and Quantum was not listed when I clicked on ‘Ships’ in the left column.
