Not entirely correct. I booked a cruise last winter, then the Ultimate offer came in May. My TA was able to get the Ultimate, but I had to pay the $400 fare increase in the current price of my category. This was a no-brainer as the value of the 3 perks was far more than the fare increase.

If you booked on board an Oceania ship you need to call them and demand they honour their guarantee for advertised price drops or offers that include the Ultimate.  The important issue is the booking must have been made on board.  This is not for booking off the ship.

 

We always book on board for these offers for this reason, and then scourge the internet for better price offerings.

yes they can if one becomes available, up until it says ‘closed’. 
Also there were PH1 cabins available at start of offer. 
Penthouse cabins that have been booked already, can request they get the offer on their cabin. 
(see#27 for example).

If the offer is on on the UK site   not sure  Pax  from other Countries  would see it  or even be able to get  it

 

But yes  I think since you are in a top suite  you should get the same deal  when offered to your Countrymen in the lower categories
