Nellies or Columbus Cove.  

Columbus Cove will be less crowded in the water, because it's larger than Nellies.  Columbus Cove also has its own buffet area.  

To ride the tram to Columbus Cove, you need to get on a SINGLE trailered tram.  The double-trailered trams only go as far as Marketplace Square, and you'd have to walk the rest of the way (up and over the hill road, with pushy vendors all along one side of the road). 

 

The local vendors aren't unsafe, but they have a sense of personal space that is similar to the locals in Jamaica.  They'll walk right up to you and give you a "free" bracelet and tie it on your wrist, and then expect you to "do them the honor / show them respect" of looking through their sales stall.  That can be a bit overwhelming for small children (heck, many adults can't handle it!), especially if they're not warned about it in advance.  So if you want to avoid that, make sure you get on a single tram and it will take you all the way to the Columbus Cove tram station (stopping at all the other stations along the way).

It's at the first "road courtyard" that you come to at the end of the pier.  

There will be double-trams and single trams both in the same area.
