Rate codes and what determines them

Looking to book a specific date, my vifp number doesn't show a fare with cheers(ru2) included . I know its there for some, I just helped someone book it. Is it because I currently have a booking including cheers for another sailing?

Some VIFP offers are indeed only valid for 1 time use.

And some vifp offers "fill up" and they remove them.

The RU1 and RU2 codes were widespread after the restart. I wouldn’t expect to see such a wide offering again.

I have a cruise booked that includes drinks everywhere on the ship and continue to get offers with same.
