They are allowed to operate inside of Maryland waters. I haven't sailed out of Baltimore since 2019, but it was open within a couple hours after we left port. I don't know when they shut down coming back, but, at the latest, they are required to close before they pass under the Francis Scott Key Bridge (closest Bridge to port).

When the ship leaves Baltimore, because it sails down the Chesapeake Bay there is no where else to go but into International Waters.  Carnival pays a licensing fee to open the casino once they pass under the Key Bridge which is about 45 minutes after leaving the port.  Royal Caribbean will not pay this fee so they cannot open until the next day.
