I don't believe so.  It started in June or July of 2012 on I believe the Liberty.  We got it the following January on the Breeze.  It was 10.00 max at that time with no coffee drinks and not nearly as inclusive as it is now.  But I don't ever believe it was unlimited.  If anyone would know, it would possibly be Blerk.
