Yes, I find this policy/FAQ to be very poorly written.  Maybe on purpose.  As you said, it is open for interpretation.  Not necessarily for the benefit of the customer.

yes I watch prices all the time and always end up with multiple discounts until final on almost all of our cruises currently booked
