Is creating an online account the same as downloading the app?

Can't speak directly to the NCL issue, but, generally, creating an account is NOT the same as downloading the app. We have had a HAL account for years, but didn't download the HAL app until last year, when it became available.

No, but you can download the app ahead of time.

No it isn't.  Create an account online with a user name and password.  Then download the app to your device and you can log onto the app with the same information.
