Cruise Contract/Luggage Tags

We have four staterooms for the Allure on April 2. Three reservations were made together with the last one reserved several months later.

The cruise contract/luggage tags are available the the most current reservation made; however, the other three states "not available"...

should I be concerned?

No, they should become available eventually.

This happened to us last September on Indy.  Still hadn't received a little over a week out.  I called and requested that the Cruise Documents be reissued and why.  The new version had the luggage tags.

Yes. Docs are normally released at the same time via automated process (i.e., they do not manually handle 10's of thousands of reservation manually on a weekly basis). So, call to see why your other docs are not available.
