If the ship is scheduled to dock at 8:00AM on a Thursday in November and I have priority disembarkment, would I be able to make a United 12:25 PM domestic flight and I do have TSA Precheck?

That should be enough time, assuming that there are no delays or unforeseen circumstances outside of your control.

You can make it as long as some circumstances don't arise...ship arriving late...ship not being cleared for disembarkation in a timely manner...massive traffic jam.

At EWR sometimes TSA precheck lines are as long or longer than the regular TSA lines.

Try to be off the ship as early as possible.
