Perhaps on some cruises they are told not to switch on the heaters, even if asked by passengers.

If you read the whole thread, it was discovered that the heaters at Earth and Ocean on Ovation were installed in the last few weeks.  So--everyone was correct.  They were not present for our June Ovation cruise--but are there now.

On Quest now.  Heaters were on in morning and evening.  But Earth and Ocean menu is limited.  We ate dinner there once and was disappointed.
