Lunch in Waves  can start at 11:30 am  also

Waves is the only place open for lunch after 2:00. Open until 4.

4-5pm, Horizon, except embarkation days.  Scones, clotted cream, jam, and whatnot. 

Albeit this being true, the OP was expressly questioning when the dining venues were open for wine and beer packages. Afternoon Tea, even though dinner for some, doesn’t qualify.

Just an fyi for rare occasions... For lunch in the TC, IF there is a huge sudden late surge of passengers, O will keep it open longer. We had one at Kotor recently on Riviera (IIRC) when the ship departed at 3 pm and we all had to be back by 2:30. Hundreds of people were all trying to get into the TC around 2 pm. They kept it open till past 3 pm.
